Drop maintainership of lang/stklos and lang/ikarus

Hi, someone please mark these two ports as unmaintained:

   lang/stklos
   lang/ikarus

The first port has problem building on FreeBSD, fails it's own test 
suite on other platforms (a memory corruption bug probably), and the 
last time I heard anything from it's author was in 2012.

The second port is a project that died in 2009.

Note that both these ports are currently unstaged, and I'm fine with 
both being deprecated (unless someone will step in to fix them).
