"tlmgr" fails

I have tried running "tlmgr" from the command line, and it fails. This
is the output:

tlmgr update --list
cannot setup TLPDB in /usr at /usr/local/bin/tlmgr line 4965.

Is this a known problem and is there a fix for it?
