Cups-base change

Thank-you for investigating the cups-base build issue and sharing your result in

I'd spent a couple of hours trying to resolve the cause of our server build failures.  Fortunately I had OPTIONS_UNSET=X11 so the
portmaster build failed fairly early in the process of building the unexpected, newly included, gnome toolchain.

It would be helpful to have seen a PORTREVISION change per
http://www.freebsd.org/doc/en_US.ISO8859-1/books/porters-handbook/book.html or perhaps a notification in /usr/ports/UPDATING to
assist server sysadmins.
