you see these options: .. is this normal? (specially concerning is the 
'Fortran support off' by default 'the old way' and on the new way?

Even though:

   make TGTARCH=arm TGTABI=elf -V OPTIONS
CXX    "Enable C++ language support" on
  OBJC    "Enable Objective C support" on
  FORTRAN    "Enable Fortran support" off
