Update of www/mod_proxy_html and adding www/mod_xml2enc

Hey guys,

I've submitted a request for updating port www/mod_proxy_html and
adding a new port www/mod_xml2enc a couple of weeks ago.

The requests are generally for making www/mod_xml2enc as a dependency
for www/mod_proxy_html.

Could you please have a look at these requests and possibly commit them?
