libkate and python

I just noticed that libkate PORTREVISION has been bumped because of python 
update.
I think because of what I've reported here: http://lists.freebsd.
org/pipermail/freebsd-ports/2011-March/066274.html

Anyway I filed a PR with a patch because libkate should depend on python while 
it doesn't and because the plist is incomplete.
