www/p5-libwww dependency detection broken in
mail/p5-Mail-SpamAssassin

what I needed to change (minor fix) was this in run_and build_
p5-HTML-Parser>=3.43
need to change it to 3.46. needed to use enable internationalization
in local.cf.
but... I need clarification:
