Latest/perl.tbz symlink missing on FTP mirrors

Well that might be the 'current' case, but lang/perl5.10's latest link 
has not been present for 6+ months.

I'd be fine if lang/perl5.8 didn't override LATEST_LINK.  I still think 
1 and 2 are correct changes regardless of the underlying issue.
