Force rebuild/reinstall dependent ports

	Revuilding a dependency (here, dovecot) does not always require
rebuilding the dependant port.  Sometimes, but not always.
	Also: are you aware of ports-mgmt/portupgrade,
ports-mgmt/portmaster, etc.?
