xclip dependencies

It would be necessary to hack a workaround, perhaps setting
USE_X_PREFIX as "no". Try the Makefile below. It works, but I'm not
sure if it is legal to touch USE_X_PREFIX even knowing that X11BASE is
the same as LOCALBASE these days.
