Ah... I feel astonished that flex lives in textproc/ as bison lived in
devel/...
I think what you have to do is:
BUILD_DEPENDS= ${LOCALBASE}/bin/flex:${PORTSDIR}/textproc/flex
and do a post-patch action of
@${REINPLACE_CMD} -e 's, flex, ${LOCALBASE}/bin/flex,g'
or similar where necessary...
