Standardize NO_CCACHE flag and ccache definitions

I have solved with ccache issue in net-p2p/linuxdcpp by tweak os.environ  
stuff in SConstruct and add SCONS_BUILDENV=${SCONS_ENV} in  
linuxdcpp/Makefile.
