It was reported twice on kde-freebsd in August:

It is ports/115912 -- which is closed....

kdesdk3 does not build with textproc/flex installed.

(textproc/flex is a build dependency of gstreamer since Jul-26.)

Lilipond recently had the same problem. Maybe the same fix applies.
