As a general rule that's true. However my suspicion is that if the thing
goes to the trouble of not only installing the file but making it part of
the documentation, you should just install it as is. Disk space is no
longer at the kind of premium that it used to be, so one extra copy is not
going to hurt anything, and erring on the side of caution for licensing
issues is a Good Thing.
