Hi, when i try install /usr/ports/database/clip in my FreeBSD 4.9 i receive this message:

Hi, when i try install /usr/ports/database/clip in my FreeBSD 4.9 i 
receive this message:

ELF interpreter /libexec/ld-elf.so.1 not found
configure: error: *** pkg-config too old; version 0.14 or better required.

How i resolv this?
In FreeBSD 6.1 the ports work normally
