It's working here:

% # /usr/local/etc/rc.d/squid stop
% Waiting for PIDS: 585 587, 585 587, 585 587.
% # /usr/local/etc/rc.d/squid start
% Starting squid.
% # /usr/local/etc/rc.d/squid restart
% Waiting for PIDS: 23271 23273.
% Starting squid.
% # sockstat -4 | grep squid
% squid    squid      23348 5  udp4   *:53996               *:*
% squid    squid      23348 12 tcp4   172.16.0.2:3128       *:*
% # uname -sr
% FreeBSD 6.1-RELEASE
% # pkg_info | grep squid
% squid-2.5.14        The successful WWW proxy cache and accelerator

Were this system updated from previous release by any chance? In that
case, maybe rc scripts were not updated (mergemaster)?
