Compile error proftpd 1.3.0_1

On a 'fresh' 4.11 system proftpd compiles fine. On this fresh system
libgnugetopt is not installed so I decided to remove it from my
'production' system and now proftpd compiles fine...

Anybody a clue why this is the case?
