Portmanager does not use its own db, all it uses is INDEX-? and
+CONTENT in /var/db/pkg/<package_name>. Neither would it need to
rebuild INDEX-? everytime the ports tree was updated (I have portsnap
deal with it for me).

"Determine correct dependancy based on pkgtools.conf MAKE_ARGS for
installed packages", that's all I am wishing for.
