Problem with PCRE

Can you fetch it by hand, i.e.
# fetch ftp://ftp.csx.cam.ac.uk/pub/software/programming/pcre/pcre-6.7.tar.bz2
or
# wget ftp://ftp.csx.cam.ac.uk/pub/software/programming/pcre/pcre-6.7.tar.bz2
?

It works fine for me, so it might be your box misconfiguration.
