What happens when you run this command from within a port directory:
% make -VPKG_CMD -VPKG_INFO
% which pkg_info
Does /usr/local/sbin/pkg_info exist?
% ls -l /usr/local/sbin/pkg_info
ls: /usr/local/sbin/pkg_info: No such file or directory
