What are the rules for IGNORE strings?

I noticed this in a Makfile today.  The resulting string contains 
escaped quotes, newlines, etc.  Is this standard?

[dan at polo:~/ports/java/jdk15] $ make -V IGNORE

http://www.eyesbeyond.com/freebsddom/java/jdk15.html.\n\n Please 
place the downloaded file(s) in /usr/ports/distfiles \n and restart
