extra (local) patches

with new portsnap, overwriting all files during the update, it is
neccessary to specify local patches through EXTRA_PATCHES.

however, some ports (e.g. shells/zsh) use EXTRA_PATCHES on their own,
disallowing the user to specify his local additions through it.

how about adding a LOCAL_PATCHES makefile variable, only for the
end-user, allowing to add patches even if EXTRA_PATCHES is set in the
port itself?
