www/p5-MasonX-Interp-WithCallbacks Upgrade -- PREFIX is not supported

I'm attempting to upgrade MasonX-Interp-WithCallbacks from 0.11 to 0.13,
but it seems that the standard way of building perl ports does not work
with this version.

Error below and the Makefile is attached. No patches or changes are
applied to the MasonX-Interp-WithCallbacks-1.13.tar.gz source.

I'm not on the list but would like advice on how to proceed. Please CC
me in your reply.
