[Patch] upgrade plugger to 5.1.3 (no maintainer: can someone apply?)

Hi,

This port does not seem to have a port maintainer.

I have created a patch, that upgrades the port from
5.1.2 to 5.1.3.

You can find that patch at:
  http://surfion.snu.ac.kr/~lahaye/plugger.patch

It would be nice, if someone with authority can apply
this patch.
