The missing files/symlinks (pdflatex among them) are listed in pkg-plist of 
teTeX-base, since teTeX-base *should* install them (and apparently does for 
some people, does not for others), so if you try to build a package and the 
port really does not install some of the files listed in there, pkg_create 
will complain. 

In other words, the reported problem is caused by the same bug you're getting 
bit by, just the consequence is different.
