You're using the package on a version of FreeBSD that is too old.  Try
installing the pkg_install port/package to update your pkg_*
utilities.  You may still be unable to use packaged software because
of other changes to FreeBSD since the release you are running (in
general we only support the latest release on the -stable branches,
although you'll often be able to use packages on older versions too).
