www/apache22 uses wrong libtool

It's the correct behavior, actually.
If you build www/apache2{1,2} without devel/apr installed, apache is 
build with libtool15.
But apr-related software still use libtool from apr. It is also used 
to provide a world-wide compatibility of apache modules.
