Solved:

CONFIGURE_ENV= CPPFLAGS="-I${LOCALBASE}/include ${PTHREAD_CFLAGS}" \
               LDFLAGS="-L${LOCALBASE}/lib ${PTHREAD_LIBS}"

So, now I can go back to working out the compile errors ... :-)
