Probably the latter, as SysV messages do work on FreeBSD (assuming you
have the support built/loaded into the kernel).

Try:

cd /usr/ports/lang/php4 ; CONFIUGRE_ARGS=--enable-sysvmsg make install

and see if it gives you a working PHP.
