perl 5.8.3

Just realized this patch is needed to build on gcc-2.95. Apparently the old 
gcc does not understand this #if stuff, it sets PL_dowarn to dowarn 
although PATCHLEVEL is really 8... Since PATCHLEVEL is 8 as in 5.8.3, it is 
safe to remove the condition.
