perl 5.8.3

Hi,

Perl 5.8.2 in the ports tree is quite unusable when unicode is used. In 
fact, any perl less than 5.8.3 is unusable w/ unicode. The fix is to use 
5.8.3, and it has been out for quite a while now. There are a couple of 
identical updates for this port in gnats.

Perhaps someone can find the time to look at them and commit?
