birda needs a maintainer who can cope with -CURRENT

I still do not have, and will likely not have in the near future, a
machine running -CURRENT which has IrDA hardware; and there've been a
bunch of reports of problems with birda's irs utility on -CURRENT.

What needs to be done to hand off birda to someone who can actually
debug those problems?
