gettext package feature

For the archive: If you do this...

cd /usr/ports/devel/gettext
make install clean

make package-noinstall

You get a package with just the man pages.

"make package" works as expected.

You should be able to package from the installed port. I suspect that 
portupgrade thinks so too, as I see it re-packaging when dependecies
change.
