Dependencies for apsfilter

The dependencies for the apsfilter program have changed and as a result 
building the package fails until the dependencies are resolved. 
apsfilter uses the libIDL port ( /devel/libIDL ) which requires automake 
 >=  1.5.  Apsfilter itself requires that autoconf >= 2.54 is installed. 
As well, apsfilter will not install or upgrade these two packages. If we 
could get these updated into the tree would be most appreciative.
