portupgrade broken?

portinstall appears to not recognize all packages.

This is on a brandnew RELENG_5 which had a "make fetchindex" a few hours
ago, between 0000 and 0100 UTC last night.

Why doesn't portinstall support installing leim21 right away?

My fault or portinstall's?
