Pkg_add is supposed to run the pkg-install script. This is this
interactive script which creates the actual config files. Are you sure
that it didn't ran? Did you get errors? You can probably finish the
installation by typing 
    env PKG_PREFIX=/usr/local perl pkg-install x POST-INSTALL
but this is a workaround.
