ccache support for make buildworld/make release

Yeah... I even considered that for portsbut:

If the port uses USE_GCC=... it will overwrite my CC environment variable.
For example I've to "hack" bsd.port.mk to use distcc (which is cool too ;)
Would be nice to see some improvements in that direction (ports) too....
