New Arabic category lacks pkg/COMMENT

Dear all,

It seems to me that the new /usr/ports/arabic category is missing the
/usr/ports/arabic/pkg/COMMENT file to tell us that the ports in this
directory provide "Arabic Support". This will bring it into line with
all of the other port categories.

However, I'm slightly confused: I thought separate COMMENT files were
deprecated nowadays. Yet this is clearly not the case for the
per-category Makefiles in each subdir. By my reading
bsd.port.subdir.mk has all of the machinery necessary to support just
defining a COMMENT variable in each Makefile. Given that we're in a
ports freeze, now is probably not the time to fiddle with such things,
but I'll submit a PR in a while for later consideration. Unless there
are any great objections?

	Cheers,

	Matthew
