New portmgr member

I'm pleased to announce that Joe Marcus Clarke <marcus at FreeBSD.org> is
joining portmgr.  He is very active in the FreeBSD GNOME project, and
has considerable experience with the ports infrastructure.  We're
happy to have him on board.
