RFC: suggestion revisions to the Porter's Handbook

I have just posted an extensive message to freebsd-doc detailing
an effort to update this document which has resulted in very
extensive diffs (hundreds of lines!)  Consider this message a
heads-up to either go take a look at that email, or go visit the
source which should now be available at
http://www.lonesome.com/FreeBSD/index.html.
