update port irc/p5-IRC to latest version

Hi,

I tried to send this to the maintainer of the port (jedgar at fxp.org), but
it bounced (his mailer rejected my sending host... likely because it's a
cable-modem connection).  Perhaps he can receive it from the list.

Here's a patch to update p5-IRC to the latest version.  This update 
removes the need for the patch file, as well.  Note that the existing 
version (0.71) is not available on CPAN any more.
