x11-toolkits/py-qt and devel/sip: usage of IS_INTERACTIVE=yes

Hello,

I'm preparing the updates for x11-toolkits/py-qt and devel/sip.
Both ports print the following during the installation:

This is the GPL version of SIP and is licensed under the GNU General 
Public License.

Type 'L' to view the license.
Type 'yes' to accept the terms of the license.
Type 'no' to decline the terms of the license.

Do you accept the terms of the license?

The current devel/sip Makefile has a parameter IS_INTERACTIVE=yes, but 
x11-toolits/py-qt Makefile doesn't have it.

What would be more reasonable (and legitimate): to set IS_INTERACTIVE 
for the both Makefiles (that is perhaps not good for night builds) or to 
accept the license silently in the both cases (automatically giving 
"yes" to the input)?
