gd-nox11-2.0.15 (graphics/gd2) won't build

The relevant portions of the portupgrade are below.  The same error is 
present on 4.8-RELEASE, 4.8-STABLE, and 5.1-RELEASE.  The "nox11" comes 
from defining WITHOUT_X11.
