It's not necessarily a serious upgrade, but the new gettext offers new
language functionality, new translation functionality, and is starting
to be used by developers when building applications.  I have noticed one
instance where it converted a .po file that 0.11.5 would not.  Plus,
some obligatory bungs (namely some core dumps) have been fixed.
