patch to update lang/tcbasic to 2.1.0

New upstream version of lang/tcbasic. The new version fixes over a dozen
defects and adds additional built-in functions.

The attached patch updates the version in the Makefile, regenerates the
distinfo, and updates the pkg-descr. Tested on FreeBSD 10.1.
