I'm not entirely clear on the implications of provides/requires in the new pkg.
If that will allow libjpeg-turbo to behave like a proper drop-in replacement,
then adding the missing header files to the libjpeg-turbo port seems like a
reasonable option.

If the libjpeg-turbo port can't be modified to let it act as a proper drop-in
replacement, them I'm 100% with you on the changes you proposed.
