Ports point to libpaper 1.1.24.3, which doesn't exist

When I tried to install libpaper with `make install clean`, I got this
message:

fetch:
> ftp://ftp.us.debian.org/debian/pool/main/libp/libpaper/libpaper_1.1.24+nmu3.tar.gz:
> File unavailable (e.g., file not found, no access)
> => Attempting to fetch
> ftp://ftp.au.debian.org/debian/pool/main/libp/libpaper/libpaper_1.1.24+nmu3.tar.gz

When I check ftp://ftp.au.debian.org/debian/pool/main/libp/libpaper, there
is no version nmu3. There are nmu2 and nmu4.

(I modified the files in /usr/ports/print/libpaperto get nmu4 instead, and
it unblocked me.)

I'm new to Freebsd, so I'm not sure where to fix it or how. I'm happy to
submit the fix if anyone can give me some instructions.

Thanks!
@tanin
