net/spread4 [req maintainer] STAGE, LICENSE*

net/spread4

corrects previous errors, as reported by JM.

adds STAGE, LICENSE_FILE
makes [hopefully] needed corrections.

I've expanded on LICENSE, as per my _current_ understanding
(fingers crossed)
