patch for updating port

- Update to ver 0.14.0.1

- Remove dialog about installing short docs and examples.

- Follow LICENSE change of the original software.

- Switch MASTER_SITES from SF to GH.

- Provide pre-patch target to fix ill MANIFEST 
    supplied with the distribution.

- Provide post-patch target to fix software that wanted 
    ".git" directory inside distribution, while ".git" was absent.

This patch has passed tests on FreeBSD-10.0 (i386) with:

- port test
- poudriere testport ...
