This was reverted day later (from UPDATING):

20141127:
  AFFECTS: users of lang/perl5.*
  AUTHOR: mat at FreeBSD.org

  The .packlist files are back, if you upgraded all your p5- ports yesterday
  and need them, you will need to reinstall them again, see yesterday's update
  for instructions.

The .packlist file should be automatically added to plist, for some reason
this does not work for this particular port.
